Habitual drunk driver from Fort McCoy arrested again

A Fort McCoy man with multiple prior DUI convictions refused to submit to a breath test and was arrested again Tuesday.

David Franklin Crump, 63, was charged with DUI (fourth or subsequent offense), driving with a revoked license, failure to register a vehicle, and refusal to submit to a DUI test after a license suspension.

A Marion County sheriff’s corporal observed a white pickup truck sitting at the stop sign at Highways 315 and 316, facing west. The corporal turned south and entered the Circle K parking lot. About five minutes later, the corporal was flagged down by a citizen who said they saw the same vehicle sitting at the stop sign for more than a minute, according to the sheriff’s office report.

The corporal drove behind the vehicle and saw it did not have a license plate attached, and a traffic stop was conducted on East Highway 316. Crump was in the driver’s seat with the engine running and had the music loud and did not hear the corporal trying to get his attention. The corporal observed Busch beer cans in a white plastic bag on the passenger seat, the report said.

A records check showed Crump with numerous license suspensions, the most recent in May 2020. Because the vehicle did not have a license plate, the corporal ran the VIN number and found out it is not currently registered, according to the report.

After being read his Miranda warning, Crump told the corporal he had two or three beers and two shots of whisky. At first, he said he was on his way to the store to buy beer. He changed his story several times and said he was on his way to Citra to pick up his girlfriend, the report said.

The sheriff’s deputy who took over the investigation at that point smelled alcohol on Crump’s breath and noted his words were slurred. The deputy, who is a certified drug recognition expert, put Crump through field sobriety exercises that provided probable cause to charge him with DUI. Crump refused to provide a breath sample for testing, according to the report.

Crump was previously convicted of DUI in February 1999 and November 2019 in Marion County, and March 2004 in Broward County. He’s being held in the Marion County Jail on $17,000 bond and will appear in Marion County Court on Feb. 9.
