Impact fees have little impact on citizens and taxes. It is most likely true that those fees help keep taxes and user fees down especially with regards to infrastructure. Impact fees are ultimately passed on to the property buyer in the purchase price. The only real cost of these fees is the up front cost to the builder (loan costs) but again, they are recovered in the sale price. If you want growth, there is no other feasible way to pay for it without putting the financial burden on current residents.
