Born April 15, 1947 to the late Benjamin Adkins and Rebecca Brown Howell.

Pernell received his formal Education from Marion County Public School System. Fessenden High was the last school he attended.

Pernell accepted Christ Jesus at a young age while attending Debose Chapel United Methodist Church, in a small town known as Buzzard Roost (Reddick, Florida). Pernell shared his life with his long time friend whom later became his wife, Barbara Adkins. Pernell had a love of hunting coons and gophers, telling jokes singing with those eyes close, being with family and playing dominos with his favorite friends and cousins Demp, Tap, Melcat and the late Bubee.

On February 26, 2023 Pernell transitioned to a new place of rest, He was preceded in death by his brothers, Fred Clemons, Benjamin Adkins, Sisters’ Magaret Harvey, Inez Rushing, and Mildred Blunt. He leaves to cherish his Memories his wife of 6 years, Barbara Adkins; Children Lashawn Adkins and Destini Parker as well as 4 step Children Vicki, Marcia,Henry and Jerry, 1 Godson Timarius Gardner 1 Sister Mary (James Jr) Gadson and 1 Brother Burnett (Scarlet) Howell, 4 grandchildren, Sister-in laws Leah Riggins, Luberta Grant, Rosa (Allen) Waters Brother -in laws Ike Evans and Varnell (Sandra) Evans,1 Aunt Margaret Manning and 1 Uncle Jessie Brown and a host of nieces, nephews, other relatives and friends.
