An Ocala massage establishment had its license reprimanded and must pay a $2,500 fine as part of a settlement agreement over an alleged incident in 2023 in which an unlicensed employee offered “manual masturbation” to an undercover inspector.

On Tuesday, the Florida Department of Health Board of Massage Therapy issued a final order accepting the agreement with Zhenping Cui, LMT, the owner and “designated establishment manager” of Ocala Sunshine Spa, LLC.

Located at 3423 East Silver Springs Boulevard, the company operates as Ocala Sun Spa Massage.

According to the order, the Board “shall reprimand the license” and “impose an administrative fine” of $2,500. Cui’s business is also responsible for “reimbursement of costs” for the case in the amount of $750.

The terms of the agreement show that Cui “neither admits nor denies the allegations” in the administrative complaint.

The Florida Department of Health filed the administrative complaint with the Board of Massage Therapy on March 13, 2024.

According to the DOH, on September 26, 2023, two department inspectors conducted an “undercover operation” at the business. During the visit, one of the employees “made a hand gesture to the inspector indicating manual masturbation.”

The complaint notes that the employee who offered the sexual service was not “licensed as a massage therapist in the state of Florida.”

In addition to the reprimand and the fine, Cui must also “enroll in and successfully complete ten hours of continuing education in laws and rules.”
