An 86-year-old Ocala man was arrested for lewd and lascivious behavior after he allegedly grabbed and forcefully kissed a 15-year-old girl who he lured to his vehicle while it was parked outside her home.
On Friday, November 1, the female victim was interviewed by a case coordinator at the Kimberly’s Center for Child Protection. The interview was observed by a Marion County Sheriff’s Office deputy, according to the arrest report.
The victim stated during the interview that on Thursday, October 24, she was at her home when an “old man,” identified as Ramon Luis Figueroa, knocked on the front door. She stated it was during the evening, and her parents were not home at the time.
According to the victim, Figueroa would regularly bring food and other items to the home for her family. On the evening of the incident, she stated that she opened the front door and talked to Figueroa, telling him that her parents were not home.
Figueroa allegedly asked for the victim to “help him get items” from his vehicle, and she advised that she exited the home and walked with him to the vehicle. She stated that she ended up standing with her back pressed against the vehicle while Figueroa stood “very close in front of her,” which made her feel uncomfortable.
The victim alleged that Figueroa told her how she was “beautiful” and he “wanted to marry (her).” She added that Figueroa told her that he “likes her body,” and he then allegedly grabbed her hips.
As the conversation continued, Figueroa allegedly told the victim that he “loves licking (expletive)” because “he cannot get the girl pregnant while doing it.” The victim alleged that Figueroa then leaned forward and attempted to kiss her on the lips.
The victim stated that she turned her face away, and Figueroa allegedly “squeezed her very tightly” and began kissing her on the forehead and cheek several times. During the incident, the victim advised that Figueroa “told (her) he loved her multiple times” and asked if she “loved him back,” according to the report.
After the alleged physical contact, which included hugging and kissing, the victim told investigators that Figueroa asked for her cellphone number and requested a “bikini picture” of her. According to the victim, Figueroa then pointed at the victim’s bedroom window and told her that he would “watch her through it.”
The victim stated that she felt “frozen” throughout the interaction with Figueroa, and she was afraid that he would hurt her. She claimed that Figueroa’s behavior was “not normal” and that “nothing like this has ever occurred between her and (him).”
On Thursday, November 7, the MCSO deputy who observed the victim’s interview responded to Figueroa’s residence, which is located in the 2600 block of SW 148th Lane, and made contact with him. During a “non-custodial interview,” Figueroa admitted to visiting the victim’s home on October 24.
Figueroa allegedly admitted to the deputy that he was attracted to the victim because “(she) was beautiful like her mother,” and he “wanted to marry the (victim).” The deputy noted that during the interview, Figueroa further admitted to kissing the victim on her face and neck, claiming that this was “the first time it has ever happened.”
Figueroa was arrested and transported to Marion County Jail, where he is currently being held without bond. He is being charged with lewd and lascivious behavior conducted by a person 18 years of age or older.
A court date has not been scheduled yet, according to jail records.
