Ocala man tased after grabbing deputy’s crotch and gun during arrest

An Ocala man had to be tased while being arrested on a domestic battery charge on Monday.

Dallas Franklin Hall, 42, of SW 17th Circle, reportedly grabbed a deputy’s genitals and service weapon during the scuffle. Hall was charged with battery on a law enforcement officer, resisting an officer with violence, domestic battery (second or subsequent offense), depriving an officer of means of protection or communication, and obstruction with violence.

A Marion County sheriff’s deputy responded to Domino’s Pizza, 261 Marion Oaks Blvd., where the victim said she and Hall had been in an argument about going to bed. She said Hall became angry and stabbed her phone with a knife, according to the sheriff’s office report.

The victim said when she yelled at Hall and asked him what he was doing, he grabbed her and punched her with his left fist on the right side of her face. She then managed to get away from Hall and flee the residence, the report said.

The deputy observed the victim’s right forearm and the area around her right eye were red and swollen.  There also were scratches on the victim’s right eyelid, right cheekbone, and above her nose. The deputy notified two other deputies that probable cause existed for Hall’s arrest, according to the report.

The two other deputies responded to Hall’s residence, where they found him standing at the end of the driveway. One of the deputies told Hall to put his hands on the hood of his vehicle to be patted down for weapons. Hall initially refused but then complied, the report said.

Once Hall was patted down, the deputy went to put him in handcuffs. When he grabbed Hall’s right arm and told him to put his hands behind his back, Hall pulled away from him and tried to run. The other deputy grabbed Hall in a bear hug type of maneuver and took him to the ground, according to the report.

While on the ground, Hall grabbed the deputy’s genitalia and grabbed his face. He also got a hold of the deputy’s service weapon and was able to get the hood opened. He pulled with such force on the firearm that it moved the gun’s holster location on the deputy’s belt, the report said.

The deputy was able to keep Hall from getting firearm and the other deputy deployed his Taser to get him under control. Hall, who convicted of battery on a law enforcement officer in 2007, was taken to the Marion County Jail. He’s being held on $21,000 bond and is scheduled to appear in Marion County Court on Nov. 19.
