Technology helps land alleged Ocala child sex offender behind bars

Cell phone records, a real estate website and DNA evidence helped the Marion County Sheriff’s Office arrest a 37-year-old Marion Oaks man they believe had sex with two underage girls in September 2018.

Inshan Allie, of 14050 SW 32nd Terrace Road, was charged Wednesday with two counts of lewd and lascivious behavior with a victim age 12 to 16. Allie, who was born in Surinam, is one of two men who allegedly met the victims at a shopping center and brought them back to a home in Marion Oaks and allegedly assaulted them, a sheriff’s office report states, adding that the other perpetrator remains unknown and at large.

The victims – ages 14 and 15 – told a case coordinator at Kimberly’s Center for Child Protection that one of the men, later identified as Allie, told them he had just purchased the home and that he had a scar on his back that he said was from being shot while in the military. They said they drank alcoholic beverages and played “truth or dare” with the two men, becoming intoxicated in the process.

The 14-year-old victim said they were “dared” to go into separate bedrooms with one of the suspects. She said she went into a bedroom with the unidentified suspect, who had sex with her. She said Allie then entered the bedroom and said he wanted to switch. The other man left the room and Allie allegedly had sex with the victim, the report claims.

Allie then suggested they join the other victim and suspect in the master bedroom, where more sexual activity occurred, the report says.

All four people then got into the Jacuzzi, and at some point, the unidentified suspect left the residence. The 14-year-old victim said she got sick from the alcohol and told Allie she wanted to leave. She said the other victim tried to talk her into staying, but she refused and left with Allie, who dropped her off at the mall. The victim had a sexual assault kit administered after the interview.

In a separate interview conducted in October, the 15-year-old victim said she became intoxicated and did not remember much about the incident. She said she wanted to leave with the other victim, but Allie told her no. She said she woke up later that night at Allie’s residence and he forced her to have sex with him several times before dropping her off the next day at the same shopping center where he picked up the two victims, the report says.

A DNA report from the 14-year-old victim’s rape kit came back earlier this month as a match with Allie, who was arrested twice in 2015 – once for domestic battery and false imprisonment and the other time for aggravated assault with a deadly weapon without intent to kill, the report says.

The 14-year-old victim’s mother had placed an application on her cell phone that tracks location, and records showed it pinged at the time of the assault in the vicinity of a home on SW 32nd Terrace Road that county property records showed was owned by Allie.

Both victims said in their interviews that the home had a pool and fireplace, and one of the victims said the first bedroom she went into had softballs on the wall. Investigators checked a real estate website and saw Allie’s residence has a pool and a fireplace, and a photograph on the website showed a wall in one of the spare bedrooms is painted to look like softballs. A check of Allie’s driver’s license showed he is a veteran, the report says.

On Monday, a detective presented a lineup of six photos to the 14-year-old victim, who positively identified Allie as the man who she claims raped her. Allie was arrested Wednesday and taken to the Marion County Jail, where he was released on $20,000 bond later in the day. No court date was set.
