A prominent businessman and property owner is hoping to build a new, mixed development in northeast Ocala that would feature a combination of commercial businesses and residential homes.

NSC Silver Springs, LLC, and New Old Town Village, LLC, will present several different requests to the Ocala Planning and Zoning Commission during its regular meeting on Monday, May 12.

The developers are seeking abrogations of a portion of the property, a change in future land use, and rezoning to build a new, mixed-use development.

The 6.83-acre property consists of several parcels and is located on the southwestern corner of the intersection of NE 49th AVenue and E Silver Springs Boulevard in northeast Ocala.

“The proposed development will be a mixed use of commercial and residential units. The proposed development of the site is anticipated to be within a 10 year period. The development is to be platted if subdivided,” reads a statement from the conceptual plan.

According to that document, the retail development on the site would occupy approximately 4.17 acres, while the residential development would occupy 2.66 acres.

“The proposed number of buildings will depend on the final site plan design. The buildings shall have a maximum height of 50 feet,” reads the plan.

According to a conceptual plan filed by the applicant, the planned development would allow for commercial and retail development “adjacent to NE Silver Springs Boulevard, transitioning to residential” for the remainder of the area that is “adjacent to the Glynnwood Subdivision.”

If approved, the project would be developed in two separate phases: The first phase would consist of commercial construction and the second phase would consist of residential development.

The plan shows that the commercial retail portion would be zoned B-2 and would be developed in the form of a “single tenant” building, or a building with multiple tenants, or a “series of buildings/lots.” The plan specifically notes that “car washes” are not permitted at the site.

There are no specified uses for the residential portion, although it could be used for single-family or multi-family housing if the rezoning request is approved. The development would also have a minimum of 25% open space.

According to state corporate records, NSC Silver Springs is registered to Todd B. Rudnianyn, a local property owner behind a large collection of developments in the area. New Old Town Village is registered to NOI Income I, LLC, which is owned by Preston Kirkpatrick.

Regardless of the recommendation by the Ocala Planning and Zoning Commission, the requests from the developer must be reviewed by the Ocala City Council for final approval. According to city records, the item is scheduled for its first reading on June 3, with a final vote by the city scheduled for June 17.
