A local student who earned his rank as Eagle Scout by designing, building, and installing Free Little Library kiosks at parks across Ocala was recognized by Marion County officials on Tuesday morning.

William Alexander “Cash” Collins was honored by the Marion County Board of County Commissioners during its regular meeting on Tuesday, January 20, at the McPherson Governmental Complex.

Cash, who is the son of Mary Anne and Charles Collins, achieved Eagle Scout rank on August 20, 2025.

As part of Cash’s Eagle Scout service project, the young man designed, built, and installed Free Little Library kiosks at three parks in Ocala: Toms Park (2300 NW Magnolia Avenue), Wyomina Park (NE 10th Street/NE 11th Avenue), and Clyatt Park (1501 SE 17th Street). He completed the project in early July.

The proclamation, in part, reads as follows:

“Whereas, only a small percentage of all scouts attain the coveted rank of ‘Eagle,’ thereby truly ‘soaring above the rest’ through hard work and dedication; and whereas, the Board of County Commissioners of Marion County, Florida, desires by means of this Proclamation to express its congratulations to William Alexander “Cash” Collins for attaining this high honor; and whereas, the Board of County Commissioners does hereby encourage all the young people in Marion County to display the high ideals of scouting; further, the Board strongly encourages the citizens of Marion County to fully support the worthwhile efforts of Scouting America; now therefore it be proclaimed by the Board of County Commissioners of Marion County, Florida, that William Alexander ‘Cash’ Collins is hereby congratulated upon attaining the rank of Eagle Scout in the organization of Scouting America.”

Collins’ project will have a profound impact on the local community. The boxes promote literacy and build community connection through accessible hubs where neighbors can cycle through books and share their favorite stories with one another.

Each Little Free Library kiosk that Collins installed will offer individuals of all ages access to a free, “take-a-book, leave-a-book” exchange for years to come.

The Eagle Scout rank is the highest achievement attainable in the Scouts BSA program, a distinction earned by only a small percentage of scouts. Historically, only around four to six percent of all scouts earn the designation. To reach this pinnacle, a scout must progress through six preceding ranks, earning at least 21 merit badges (including 14 specific required badges like Citizenship in the Community and First Aid). They must also serve in a troop leadership position, as well as plan, develop, and lead a comprehensive service project that benefits a community organization.

For young scouts like Collins, earning the Eagle Scout rank represents years of perseverance, leadership development, and character building. It is widely recognized by universities, employers, and the military as a significant indicator of a young person’s discipline, ethical standards, and commitment to public service.

Collins is not the only member of his troop to make a lasting impact on Marion County over the past year through his efforts to ascend to Eagle Scout rank.

Nicholas Eggers, another member of Scout Troop 72, earned his Eagle Scout rank after he redesigned the Military Service Flag Display Plaza at the Marion County Veterans Park.

A year before in 2024, Gabe Maldonado earned his Eagle Scout rank through dedicated service to the community as well. Maldonado is part of Scout Troop 172.
