Plans for a new modular home dealership along U.S. Highway 441 in Marion County have been submitted to the county, with the developer seeking a waiver to begin early stages of construction.

Tillman and Associates Engineering LLC, on behalf of J & J Homes and Services Inc., has submitted a major site plan application for a project titled the 441 Modular Home Dealership.

The proposed development is located on a parcel along S U.S. Hwy 441, just north of SE 92nd Place Road. The project is moving through the Marion County Development Review Committee, where the developer has formally requested a specific waiver to standard construction rules.

All subdivision and site improvements must be constructed in strict accordance with fully approved plans. However, the applicant is seeking a waiver that would allow them to commence early construction activities prior to final plan approval.

If the waiver is granted, it would authorize an early site work permit for earthwork only, which would be conducted entirely at the developer’s risk. The request specifies that all existing permitted trees on the property will be completely preserved until a formal tree preservation plan receives county approval.

The major site plan application was originally submitted on May 12. Following a review by county technical departments, the first version of the submittal was marked with a status requiring a re-submittal to resolve a series of technical corrections.

During the initial review, the Growth Services Planning and Zoning division noted that the proposed business qualifies as a model home sales lot or model home complex under county guidelines, meaning the applicant must provide a table formatting the exact number of required and proposed parking spaces. Reviewers also noted that the site sits within a primary springs protection zone, requiring a correction to the project’s cover sheet.

Additional corrections were issued by several other county departments. The Fire Marshal’s office flagged the placement of fire hydrants, stating they must be re-engineered upstream of any backflow prevention devices to guarantee reliable fire flow. The Office of the County Engineer’s traffic department noted that a sidewalk is required along the US 441 frontage, though staff indicated they would support a fee in-lieu of construction totaling 19,337.50 dollars if approved by the committee.

Furthermore, because the property sits within the City of Belleview’s utility service area, the developer must secure a letter confirming service availability and capacity from the city before county plans can be finalized.

The waiver request will be evaluated by the Marion County Development Review Committee during an upcoming meeting as the engineering team works to address the remaining county department corrections.
