The owner of a Marion County property that was rezoned in 2023 for the development of hundreds of single-family units is seeking approval for a conceptual plan that calls for the construction of 442 homes at the 119-acre site.

A conceptual plan for Sandy Clay, a new planned community in Belleview, will be presented to the Marion County Development Review Committee during its regular meeting on Monday.

The plan is part of a request to rezone part of the property from A-1 General Agriculture and the rest of the property, which is already zoned PUD, to PUD with the conceptual plan.

According to the conceptual plan, the 119.69-acre parcel is comprised of a 104.17-acre parcel and a 15.52-acre parcel.

Although the property has no assigned address, it is situated at the northeast corner of SE 110th Street Road and SE 92nd Loop in Belleview.

The plan calls for the construction of 239 units that are 40-feet by 120-feet, and 203 units that are 50-feet by 120-feet, for a total of 442 units. The maximum height of any of the buildings would be 40 feet.

In 2023, a rezoning request for the site was approved. At the time, the site was slated for 344 single-family homes and 108 townhomes. The new proposal removes townhomes from the development.

According to a county staff report, a review by the engineering department showed that the project will “further negatively impact” roadway traffic along SE 92nd Place Road.

“In addition to SE 92nd Place Road being negatively impacted and already projected to operate at LOS F during buildout, other impacted roadways include CR 25, SE 110th Street Road, and SE 92nd Loop,” reads the county staff report.

Because of the change to remove townhomes, the new plans yield a slight increase in both weekday daily trips and PM peak hour trips. The report states that the proposed development would increase “daily trips from the previously proposed 3,916 to 3,960 (1.1% increase) and increases the max peak hour trips from 378 to 402 (6.3% increase).”

The report goes on to indicate that when Sandy Clay was first approved, the nearby roadways were not expected to reach capacity.

Since then, several new developments have been proposed for the area and are under review or have been improved, including the following: Carissa Oaks, a 7-Eleven under development, the Central Florida RV Park along CR 25, the C-25 Group Property/Mixed-Use Development, and a mixed-use subdivision along SR 35 that is under review by Belleview officials.

“This proposal must be reviewed in context of these developments and their related impact on the roadways as well,” reads the staff report.

Last week, Ocala-News.com reported plans for another developer to build a big-box retail development in Belleview.

The Marion County Development Review Committee next meets on Monday, April 21, at 9 a.m. at the Office of the County Engineer.
