A massage establishment in Ocala has voluntarily relinquished its license after at least two employees at the business were accused of offering sexual services to its clientele.

The Florida Department of Health’s Board of Massage Therapy issued a final order accepting the voluntary relinquishment of the license held by Clearwater Management, LLC, on Monday, September 8. The company does business as Lotus Massage, which is located at 3900 NW Blitchton Road in Ocala.

The order comes nearly three years after undercover agents first determined that employees at the establishment were offering sexual services to clients.

According to an investigative report filed with the state, Yuetao Zhang was arrested on November 22, 2022, after she allegedly agreed to provide sexual services to an undercover officer with the Ocala Police Department. The report indicates that after Zhang verbally agreed to “engage in sexual activity for $50,” the undercover officer stated a code word over an electronically monitored line.

Officers entered the establishment a short time thereafter and placed Zhang under arrest. She was transported to the Marion County Jail and bonded out around seven hours after her arrest.

According to a report from the Florida Department of Health, an investigation was initiated into the establishment after Zhang’s arrest was reported by the Department of Health and Consumer Services.

In April 2023, the charges against Zhang, who was represented by Ocala attorney Bobby Rumalla, were dropped. The case against her was abandoned and is closed, according to Marion County court records.

In a separate incident on May 3, 2023, another undercover officer from the Ocala Police Department was offered a “hand job from an employee” for $60. It is unclear whether that employee, who is identified as Wing Yuen in the report, was arrested as a result of that incident.

The Department of Health was notified of the second incident by an internally generated complaint from the Alachua Investigative Services Unit. That complaint was issued in July 2023 and the ensuing investigation lasted until October 2023.

Last August, Clearwater Management, LLC, formally submitted the voluntary relinquishment of its license to the state.

The relinquishment prohibits the company from applying for a licensure as a massage establishment in the state of Florida at any point in the future. The company also agrees to “cease operating as a massage establishment immediately upon executing” the relinquishment.

Corporate records show that Clearwater Management, LLC, is registered to Dennis C. Miller. The corporate address for that company is 3860 Tamiami Trail in Port Charlotte, which is the site of another Lotus Massage.

Over the past year, several online reviews have been submitted for the Lotus Massage location in Ocala. Customers in many of those reviews have alluded to sexual activity having been offered during their massages.
