Marion County officials will consider taking legal action to address a chronic nuisance property in Summerfield that has accumulated nearly $10,000 in code enforcement liens.

The Marion County Board of County Commissioners will discuss the property in question during its regular meeting on Tuesday, July 7.

Marion County Attorney Matthew G. Minter is requesting authorization from the commissioners to proceed with a foreclosure action against the estate of the deceased property owner, Bonnie L. Fleig, for the property located at 14273 SE 62nd Court in Summerfield.

According to county records, the home has been the subject of ongoing code enforcement violations since January 2021. While the original homeowner passed away in June 2019, the property is currently occupied by her son, William Shrader.

A county staff report indicates that code enforcement officers have documented a massive accumulation of junk, litter, and debris across the property.

Recent inspections found household trash piles stacked up to the back door, along the side of the house, and filling an on-site trailer, alongside an illegally occupied RV. Neighbors have continually complained to the county regarding the garbage, according to the staff report.

Additionally, the Marion County Code Enforcement Board has recorded multiple active liens against the property, which currently total $9,631.56. This includes a $3,000 fine and administrative costs recorded in August 2022 (Case #873888), and an additional $6,500 in repeat fines and daily accruals recorded in April 2025 (Case #899593).

The Marion County Property Appraiser estimates the total market value of the property at $145,743.00. In addition to the code enforcement liens, the estate currently owes $14,732.87 in past-due and current property taxes.

County staff previously attempted to resolve the issues by issuing multiple Notices of Intent to Abate Nuisance. At one point, Shrader claimed the violations were caused by tenants while he was incarcerated on drug-related charges. Although some progress was temporarily made, full compliance was never achieved, and the garbage continues to pile up.

Code Enforcement Manager Robin Hough contacted Fleig’s other sons, who reside in Pinellas Park and St. Petersburg. Both stated they have no interest in the property and want nothing to do with assisting their half-brother or dealing with the site.

According to the Minter, Shrader has expressed that he cannot afford to lose his home. Minter also suggested that the property continues to be maintained in a public nuisance condition “manifestly injurious to the morals and manners of the people of the community,” foreclosure is being sought as the final remedy to gain control of the site and clear the blight.

The Marion County Board of County Commissioners will vote on whether to authorize the foreclosure during its regular meeting on Tuesday, July 7, at the McPherson Governmental Campus.
