A massage parlor in southwest Ocala and its manager had their licenses revoked by the Florida Department of Health after an undercover investigator received a massage from an unlicensed worker.
Lucky Queen Spa and its designated establishment manager, Qu Tan, had their licenses revoked by the FDOH Board of Massage Therapy on Monday, December 16.
According to an administrative complaint issued earlier this year, an investigator from the department visited the massage parlor at 2801 SW College Road, Suite 19, on October 26, 2023.
During that visit, the investigator presented himself “in an undercover capacity to inquire about massage services,” according to the complaint.
After speaking with an employee about receiving a massage, the undercover investigator was told that a separate employee would provide the service.
The agent was escorted back to a massage room and, a short time later, another employee of the establishment entered the room. That employee then performed the massage on the investigator.
It was later determined that the employee who administered the massage was not a licensed massage therapist in Florida.
According to the complaint, owner Bo Sun and Tan hired the employee to work “as a massage therapist” despite knowing that she was unlicensed.
The administrative complaint originally requested that the board impose one of several penalties, including revocation, restriction, or implementation of a fine.
According to the final order, neither Tan nor the business responded to the accusations, thereby waiving all of their rights to a hearing.
“The facts are not in dispute,” reads a statement from the order.
Accordingly, the board decided to revoke both Tan and the business’s licenses.
