Umatilla sex offender jailed for failing to report address change

A convicted sex offender who’s been staying at Nelson’s Fish Camp in Umatilla was charged with failing to report a change of residence to law enforcement as required by law.

Ygnacio Rodriguez, 49, was convicted of third-degree rape in New York in 2000 and has been in Florida since January 2018. On April 4, he registered his permanent address as Lot 39 at Nelson’s Fish Camp, 19400 Hwy. 42.

A Marion County sheriff’s deputy received a call from the manager of the camp, who said Rodriguez is registered in Lot 39 but was living with his girlfriend in Lot 84. The manager said Rodriguez runs to Lot 39 whenever he notices law enforcement entering the park, according to the sheriff’s office report.

On July 9, the deputy contacted the primary resident of Lot 39, who said Rodriguez stays at her place for a few nights and then stays somewhere else. She said in the previous month, Rodriguez stayed approximately 15 nights at his girlfriend’s residence at Lot 84. She said she doesn’t allow people in her house when she’s not home, the report said.

A resident at Lot 85 told the deputy that “Nas” lives next door, and that he is supposed to live at Lot 39 but lives at Lot 84 with his girlfriend, according to the report.

As of Monday, Rodriguez had not reported a change of address to the Department of Motor Vehicles or registered a new address with the sheriff’s office, and a computer search of the sex offender registry showed he had not registered a new address in the state, the report said.

The deputy contacted Rodriguez, who at first said he resides at Lot 39. He later said he spends approximately two weekends a month in St. Augustine or Orlando with his girlfriend. He said from January to June, he spent 18 to 20 nights in Lot 84 before his girlfriend moved out and they broke up. Rodriguez said he is currently living in Leesburg, according to the report.

Rodriguez is being held in the Marion County Jail on $5,000 bond and will appear in Marion County Court on Sept. 3.
