Fort McCoy man accused of choking woman in front of kids

A 30-year-old Fort McCoy man with a previous arrest for strangling a woman was charged recently with allegedly doing it again.

Mark Anthony Hill, of 15047 NE 142nd Place, was charged with domestic battery by strangulation (dating violence) after the incident, which happened in a vehicle on County Road 315. Hill, who was arrested on a similar charge in 2012, is being held without bond in the Marion County Jail.

The victim told a Marion County sheriff’s deputy she picked up Hill in her vehicle and traveling south on County Road 315 towards Fort McCoy when he became irate with her and said he wanted to go home. The victim said the conversation escalated to the point where Hill began making threats and calling her names, according to the sheriff’s office report.

The victim said she stopped the car on the side of the highway and ordered Hill to get out. She said he responded by putting the car in park, turning the vehicle off, and placing her in a headlock while pulling her towards him, the report said.

The victim said when she struggled, he squeezed harder and prevented her from breathing. She said Hill placed his hand over her face while keeping her in a headlock in an attempt to suffocate her. The victim’s two children were in the back seat of the car while this was going on, according to the report.

The victim said she somehow broke free and waved a passerby down. She said she got back into her vehicle and quickly sped away, leaving Hill behind, the report said.

The deputy observed red marks on each side of the victim’s throat, and a small mark on her right cheek that were consistent with her statement. The victim told of four prior times when Hill was physical when she didn’t call law enforcement. She said Hill apologized each time and she always took him back, according to the report.

Hill was arrested later in the day at his home. He is scheduled to appear in Marion County Court on Aug. 20.
